In general, European legislation is more civilized to pets. This is recorded in the European Convention for the Protection of the Rights of Pets, adopted in Strasbourg in 1987. In Austria, from 1 January 2005, the Animal Welfare Act is in force. The Constitution of Germany has an article in accordance with which the state is obliged to respect and protect the dignity of not only people, but also animals.

There are no such laws in Russia yet. Of all the European conventions, our country has ratified only the Convention on the Protection of Animals during International Transport.

At the federal level, there are no animal protection documents. The only clear legal norm is found in part two of Article 137 of the Civil Code of the Russian Federation: in exercising property rights in relation to an animal, ill-treatment is prohibited, which is contrary to the principles of humanity. Article 245 of the Criminal Code provides for liability for the heartless attitude towards animals. A criminal case is initiated if ill-treatment resulted in their death or injury. Responsibility for this article comes only if the torturer of the animal has hooligan or mercenary motives, uses sadistic methods or performs its actions in the presence of minors (part 1 of article 245 of the Criminal Code of the Russian Federation). Neither content in crowded conditions, nor savage methods of training, nor other cases of inhuman treatment can constitute grounds for going to the police with a complaint against the torturer while the animal is alive and well. In essence, criminal liability is incurred for a crime against the population and public morality, and not against animal rights.

When organizing a nursery and breeding animals, you need to remember about Code of Administrative Offenses   - Article 6.4 of the Administrative Code provides for liability in the form of a fine for violation of sanitary and epidemiological requirements for the operation of residential premises. SanPiN Sanitary Surveillance Standard 2.1.2.1002-00 “Sanitary and epidemiological requirements for residential buildings and premises”, approved by the Ministry of Health of the Russian Federation on December 15, 2000, prohibits owners and breeders from using residential premises for purposes not specified in the project documentation; perform actions that are the source of elevated levels of noise, vibration, air pollution, or violating the living conditions of citizens in neighboring residential premises; litter, pollute basements, stairways and cells, attics and other common areas. In other words, if there are unpleasant smells in the apartment and constant cries of animals are heard, then the neighbors have every right to contact the SES. Also, residents of the house have the right to complain if the neighbor uncontrollably releases cats for free range, and they leave their tags in the stairwell or other public space.

After writing a complaint to the SES, Sanepidemnadzor staff will conduct an inspection, according to the results of which the state sanitary doctor will draw up a report and write out a fine to the violator (part 1 of article 28.3, part 2 of article 23.13 of the Administrative Code of the RF) Nevertheless, on the basis of their practice, breeders claim that it would be preferable for the grief-nursery neighbors to complain not to the SES, but to the prefecture.

When my favorite got all the titles at the exhibitions, I started looking for a decent groom. It turned out that Devon Rex kennels are few, and in those that do, cats are knitted with cats of the same nursery.

After a long search, the groom is still found. Kittens were born, and then I began to delve into all the subtleties of breeding this breed. Learned how to choose the right partner for offspring, as close as possible to the standards. It happens so - the wool is excellent, and the ears are small. It is easy to correct in the next generation, choosing a more eared cat for the role of the father of the family. However, having coped with one problem, it is possible, for example, to "lose" wool. Although they say that cats differ from women in that they do not go to bed in hair curlers and do not grow stout until the fiftieth size, I sometimes doubt the latter. Devon Rexes love to eat good food, but overeating will certainly affect their health and appearance. Unlike other cats, plump Devon Rex are not cute fat women who want to cuddle, but “cutlets” on thin legs.

My profession also has a “public side” - we often participate in exhibitions with our pets. As a rule, cats receive titles that are awarded in accordance with breed standards. The exhibition can choose and the best in all breeds. The cat of my breeding became the winner in the category of "short wool" - is there no reason for pride?

In feelings

   There is such a joke. The dog thinks: “Here I live with the owner, he feeds me, plays with me, walks, caresses. He's probably a god. ” The cat thinks: “Here I live with my host, he feeds me, plays with me, caresses, allows me to sleep on a pillow. I guess I am a god. ” This, of course, is a joke, but it rather accurately reflects the peculiarities of relations with cats in general, and with Devon Rex in particular.

It is believed that animals have behavioral traits characteristic of a particular breed. These cats are exceptionally kind, playful and contact, but at the same time unobtrusive. By the way, for myself, I accidentally brought out a kind of rule: "Devonov does not happen much." Now I plan to purchase a fourth cat. And the fifth, I think, is not far off.
